The machine that should be installed with commons=true or tdconnection_index is the machine that will run UFT, so if you have a slave configured - you should install it on the slave and not on the server machine. (this is the machine you should check connectivity to ALM server from as well)
If you are on the correct machine and still have problems, you should try to clean old alm client installations, in this case please use the cleaning script i have attached to JENKINS-19374.
