Does this still occur in recent Jenkins versions?
Try disabling Keyboard Shortcuts Plugin. Make sure disk IO is not a bottleneck. Since 1.485, Jenkins holds lazy references to build records, so it's possible with not enough memory (Xmx) to go into a kind of loading/unloading loop.
