Description:

While it makes sense to use an actual AllView as the default view of a newly created folder, it looks weird.
AllView should distinguish between being in Jenkins, and in a child of Jenkins, and only show the welcome + blurb in the former case.
Classifying as bug as the current behavior makes no sense at all.
