To reproduce this bug you need to:
- Create two different promotion processes in the same job, creating in both as criteria "When the following downstream projects build successfully"
In the promotion process A, fill a project that exists on Jenkins.
In the promotion process B, fill a project which doesn't exist.
Then the result is that both promotions happens even in the promotion process B where the project didn't exist.
