I'm seeing this as well in version 1.24. I get the InvalidInstanceID.NotFound error in the log but, eventually, I can see that the instance is created. Because I use instance caps, these orphaned instances end up causing me to run out of nodes.
It seems like the right fix might be to add some retries.
