In Manage Jenkins > Configure Global Security (/configureSecurity)
With "enable security" checked, in "Jenkins’ own user database" field, in help text (showed when question-mark-icon is clicked):
the link "Jenkins's own user list" has href="" (relative), that way it points to /configureSecurity/asynchPeople which is not correct.
I think it should be href="" (absolute)
