It happens because when I put the server to shutdown (I prefer maintenance mode), sometimes I need to run admin tasks without leaving the maintenance mode. I think the logic that tests for shutdown is spread in inadequate places, like LoadBalancer.sanitize anonymous class, and since the Task interface is much core, alter it is not a good idea.
