"Safe HTML" policy is hardcoded, no configuration possible. Likewise "Anything Goes".
Consider filing a New Feature against the plugin-proposals component (i.e. ask for a configurable HTML-based markup formatter to be created).
(While you could request a new feature in the Safe HTML/Antisamy Markup Formatter Plugin, I don't think adding options such as this would be useful, as a good solution to various similar requirements will need to be very configurable, adding options most users won't need or care about, and needing a complete rewrite of the plugin.)
