Have the same problem. Running Jenkins w/ Master-Slave setup as windows services on quad processor 2K8 R2 virtual server w/ 8GB RAM, and loading the configuration fails with the same out of memory exception. I see 99% CPU utilization on the machine when it is trying to load this.
This problem only started recently after I upgraded to the 1.590 and upgraded my plugins.
