This happens when the userData is empty, as <https://github.com/jenkinsci/jclouds-plugin/blob/master/jclouds-plugin/src/main/java/jenkins/plugins/jclouds/compute/JCloudsSlaveTemplate.java#L324> creates an empty Byte[] array from that, which <https://github.com/jclouds/jclouds/blob/master/apis/ec2/src/main/java/org/jclouds/ec2/options/RunInstancesOptions.java#L87> refuses.
Go to "Manage Jenkins -> Configure System -> Cloud -> Cloud (JCloud) -> Cloud Instance Templates -> Extended... -> User Data" and enter some non-empty text, for example some "#cloud-config".
