Jesse Glick resolved JENKINS-26039 as Not A Defect Workflow support for post build plugin (like violation, irc, ext. mail) The step metastep is used for this, but the plugin with the post-build step needs to be updated to implement SimpleBuildStep, which has only been done in a few cases so far. (Or it can implement a Workflow step directly, when that is more appropriate.) Best to file a separate issue in each plugin for which you need Workflow integration (just add the workflow label for tracking).
