Tried scenario 2 and was unable to reproduce this.
In general, unless Jenkins crashes (and I don't mean the "Oops" error page), it will respond to requests, or take forever to time out.
If Jenkins runs behind a reverse proxy, make sure its configuration is correct. Check the (access and error) logs of every server software involved (possibly reverse proxy, webapp container if applicable, Jenkins itself).
