Released maven-hpi-plugin 1.110 with requirePI=true by default. It will take some time for the effects to percolate down to actual plugins by default: jenkins-pom 1.35 (where I am specifying this version) must be released, then jenkins/plugins/pom.xml must be made to inherit from 1.35, then a Jenkins release must be made, then plugins must use that baseline. In the meantime, plugins are encouraged to turn this option on directly.
