This is what Forced Clean was designed to do. It removes the whole workspace and re-syncs the files (giving you the option of rebuilding the have list).
For your situation I would suggest either version the .p4config file or use the more efficient 'Auto Clean and Sync' mode. With this mode you can then add an exclusionary mapping in you View to prevent the removal of the .p4config file or other non-versioned files.
