In my case it happens when I set maven to build only the required dependencies instead of the whole pom project:
clean install -pl ../ProjectName -am
But it happens with some projects of the pom project and others not. Didn't figured out what could be the difference between them, since they are very similar.
As a workaround in the projects where I get the NOT_BUILT status I changed them to run a regular clean install
