Maybe that'll help? Note that memory issues can be investigated by using JDK specific tools such as jmap which you could try using. It's possible that Java just grabbed the memory one and doesn't return it until another process needs it, but you provide no information to help investigate further. I'd even prefer if jenkins allowed me to run my script regularly and the script would return status if jenkins should start a build job or not. Something like that. ScriptTrigger Plugin should be able to do that.
