I manage to create a simple workflow that can show that the

To reproduce it:
1. Launch 2 instances of the workflow. The first will start, the second will wait the first one to leave the stage build. 2. When the first one leave the stage build, start a new instance of the workflow
The third instance will not wait the second instance to leave the stage build before starting.
