My depot does not use streams, so I left the Streams field blank on the Manual workspace spec definition. I see the following in the jenkins log
java.lang.InterruptedException: P4: Unable to setup workspace: com.perforce.p4java.exception.RequestException: Error in client specification.
Error detected at line 21.
Unknown field name 'Stream'.
