I see an similar issue on jenkins 1.580.1 with JUnit 1.4.
The compile-action run in a 'Virtualenv Builder' and failed.
Unfortunately the test-action is configured to run in the same job.
When the compile-action fails, the test-action never is called, it means, no testresult will be generated.
The PostbuildAction, tries to collect the JUnit result, but does not find any and runs into that exception below...
scons: building terminated because of errors.
