Go to https://wiki.jenkins-ci.org/display/JENKINS/Subversion+Plugin, click the "archives" link, select any version from the list to download it (2.4.5, probably).
Then, follow the instructions on https://wiki.jenkins-ci.org/display/JENKINS/Plugins#Plugins-Installingaspecificversion
It would still be helpful to know whether this only affects 2.5, or also the older 2.4.x releases…
