My hypothesis is that you're getting the Chinese mirror, and it's hopelessly outdated, including serving old certs that expired in January.

So what I'd try, is configure a different update site URL in Manage Plugins ยป Advanced.
One example would be the German mirror at http://jenkins.mirror.isppower.de/updates/current/update-center.json – for a list of mirrors to determine their URLs, see the link above.
