If the build breaks to the rules defined in the jacoco plugin to have a minimum coverage defined, the jacoco plugin does not report in the overview the issue.
In this case very unexperienced developers got lost and have to analyse the build logfile, there they typically get also lost.
So best would be to provide a similar report checkstyle is reporting with a blue/yellow or red sign to indicate "here" is a issue.
Please see the attached example of a build, which is unstable due to missed jacoco code coverage issues. You see no information about jacoco.
