I also confirm this is fixed.
I had upgraded to Mercurial 1.53-SNAPSHOT for some local dev work and this issue showed up again. Then I upgraded Multiple SCM plugin from 0.3 to 0.4 and the issue went away again.
I think the problem is that the Plugin Manager does not show 0.4 as available, perhaps due to the <1.0 release version? This causes people to come here and report the issue because it does not appear there is an upgrade available for Multiple SCMs when there actually is.
