The first three bullets are a definite yes! in all pages, use a two-column display like in the Configure System page to make page more readable I'm not sure which Configure System page you are referring to? Manage Jenkins -> Configure System is kind of two columns I guess. A two column layout would probably make it easier to read. less links on the page? I assume you mean the label dashboard? I agree, there are a lot of links, but I don't quite see which ones could be removed, they all make sense.
