My earlier theory (have to wait for emulator-xxxx to be available for connecting to localhost:xxxx) doesn't appear to be true.
It did seem to work better if I connected to emulator-xxxx rather than locahost:xxxx. Locahost:xxxx never seems to some online (which I assume is an ADB/ SDK issue rather than the plugin).
I'm going to start from a clean plugin and try again with just connecting via emulator-xxxx.
