When specifying a path prefix as part of the bucket a folder is created in the bucket, but no files are uploaded. This plugin is being used in conjunction with the Promoted Builds Plugin. I have tried re-executing the promotion, but the results are the same.

I suspect this issue could possibly be related to https://issues.jenkins-ci.org/browse/JENKINS-26297.
I think, ideally, it should be allowed to append an arbitrary directory structure to the bucket name in a different field instead of as a part of the bucket name. In other words, append a prefix the files/folders being uploaded.
