Hi,
I could also reproduce this issue with Jenkins version 1.609, and Delivery Plugin 0.8.11. The platform is a FreeBSD 10.1-RELEASE-p9 with OpenJDK Runtime Environment (build 1.7.0_76-b13). As a workaround we are triggering the manual step from the Job itself adding the parameters values also manually.
