Seems that the report is found, but the warnings are not reported...

What looks suspicious is the filename, did you use the following options?
<findbugsXmlOutput>true</findbugsXmlOutput>
<findbugsXmlWithMessages>true</findbugsXmlWithMessages>
<xmlOutput>true</xmlOutput>
Normally the filename is findbugsXml.xml when used with maven...
