After much experimenting and updating the parameterized trigger plugin I still had a problem, although it worked in other tests I tried. Ultimately I deleted the promotion step and added it again. I guess there was an invisible character in parameter file path or something. All is well.
I still have a problem that Jenkins isn't showing me when there are updates to the plugins. I sure would like to know what's going on with that.
