I'm not sure if it is possible to customize the actual login screen. However, aren't your users typically landing on the Jenkins top page first? Could you click the "Add description" link on the top page and write the custom message. It would appear at the top of the Jenkins top page.
This is exactly what I did when I installed the ActiveDirectory plugin and I needed to instruct my users to start using their Windows login and password to log into Jenkins. It seemed to work reasonably well. No-one ever asked me how to log into Jenkins. Additionally, these days in Jenkins global configuration there's a place for "System message", which will appear at the top of every Jenkins page.
