I use almost exclusively Chrome . . . though I just tried to create a Config file using IE9 and had no issues.
It might be nice to know exactly the kind of file you are trying to create. Perhaps you have a XML error in an XML file or equal in another file type . . . Also, what version of Jenkins and the plugin are you using?
