The CVS Tagging Plugin is not compatible with any 2.X versions of the CVS plugin. I have a pull request pending to fix this but the CVS tagging plugin doesn't seem to be actively maintained so the request has never been picked up. If you can raise an issue on Jira against the CVS tagging plugin then I'll pick it up and see what I can do for you.
