Could you let your server go "quiet", call wget on the notifyCommit URL, then watch which projects respond?
With the git plugin, that will tell me which jobs are using a specific repository URL, but won't tell me conclusively all the jobs using a specific repository, since there are multiple ways to refer to my git repositories (git protocol, ssh protocol, https protocol, etc.).
