Check the changelog for any easy to test for changes. Like e.g.:

If that's missing in plugin manager, you're not actually running 1.548. There
can be any number of reasons, like Jenkins being unable to replace the war file
due to e.g. a permissions issue. Maybe look for any errors in jenkins.log.
You could always update the jenkins.war manually...
