We're experiencing what appear to be the same symptoms on CentOS 6.4, 
Jenkins 1.550. Running Jenkins behind apache with SSL. 

Setting -XX:PermSize in addition to -XX:MaxPermSize helped remove the 99% 
utilization number, but jenkins still hangs.
