It's not a plugin. You need to download stuff from the "_build <https://github.com/Eccenux/jenkins-scripts/tree/master/theme/_build>" folder to your server and point "URL of theme JS" to downloaded theme.js.
You need Simple Theme Plugin to have "URL of theme JS" in Jenkins configuration.
