If you create 2 labels. Attach on to slave 1 and 2 and one to slave 3 and 4 and 
in the Restrict where this project can be run field you put the 1 and 2 label 
first, then it should do what you want.

Subject: Plugin to cause build to run on alternative slave if preferred slaves 
are down

I have two slaves I want to run my build job.   If those slaves are both down, 
I want to revert to a different slave which is available but should only be 
used as a last resort for this specific build job      Is  there a plugin that 
will set the priority of where to build?

i.e.   Slave 1, Slave 2   build here unless offline
        Slave 3, Slave 4  build here only if slaves 1,2 are offline.
