I'm having this issue: Jenkins triggers builds even though there are no changes in the SCM, at the interval set to poll, i.e, every 15 minutes in my case. Using the 'Multiple SCMs' -> 'Team Foundation Server', twice, to beat the missing 'exclude from polling' option for TFS.
