Thanks for the reply!  In the "Manage Plugins" section, from the 
"available" tab, I filtered on workflow.  There was only one workflow so I 
added it.  Unfortunately that only added some of the plugins.  Without the 
filter, I sometimes saw multiple workflow plugins and other times did not. 
 Needless to say, I'm somewhat confused as to why the don't all show up all 
of the time.

After a number of installs and uninstalls, what seemed to work for me was 
going to the available tab, installing what I could find without a restart, 
going back, installing more, and repeat a few more times.  Eventually I had 
all 8 or so workflow plugins installed.  

This is apparently a bug but I'm currently unable to sign into the bug 
tracker.
