Unfortunately no, I just removed all cloudbees plugins and web back to
using more tabbed layout (we were using the free Folders plugin).

In our case, I suspect it is/was related to being inside a secure
development environment with no internet access except through a proxy and
something wasn't able to "phone home" or update itself.  But I never really
found the root cause.

If you figure it out, please update this thread ;).
