Ok so mark this in the news of the bizarre In trying to figure out what might have changed, in subsequent restarts, the green balls plugin disappeared. I (re)installed it, restarted Jenkins, and poof! the problem vanished. I can configure jobs, create news ones (found that wasn't working either) and actually build now.
