@Dirk, yes and that’s why lots of people / projects prefer to use Gerrit on top of GitHub (e.g. Eclipse foundation, Openstack, …).
Have you tried using GerritHub? You can have the branch-level access control + Jenkins integration for your continuous delivery pipeline.
