Seems to me you are trying to connect to the server that hosts the web version of the Freenode IRC. You should be using one of the servers listed on https://freenode.net/irc_servers.shtml
But I must ask, why are you trying to get your Jenkins to talk to the Jenkins channel on IRC?? Richard.
