This is more a Windows sysadmin question: Windows services have an option in their configuration that allows them access to the desktop. By default, this is disabled, and enabling it will allow programs to open visually. That was the easy part. The hard part is that weird stuff will happen if no one is logged in, so ideally you'd ask your local Windows admin whether they have a good idea about that (e.g. automatic login, or switching the logon screen to use a small window rather than a full-screen).
