Wait a minute. You say you're on a machine without internet access, and trying to access internet times out? Seems like things work quite as expected here ;).
Or do you mean you have to go though a proxy? On a more serious mode, your error is unrelated to Jenkins, but the fact wget just can't access internet. If you don't have access, IMO it'd be simpler to just download the plain .war (granted you install before a JDK 8, or 7 less greatly) and run it where needed. Then you'll have issues with plugins.
