Hi, On my personal experience, I could suggest you two options:
- Having a LDAP server in which you configure users and groups. Then, you can integrate Jenkins with that server (Jenkins > Manage Jenkins > Access Control), setting permissions by group. - Using Jenkins' own user database and installing Role Strategy Plugin <https://wiki.jenkins-ci.org/display/JENKINS/Role+Strategy+Plugin>.
