I have used below script, but Still email gets triggered for all builds-
def retryCount = build.envVars['NAGINATOR_COUNT'] ?: 0;
def retryMaxCount = build.envVars['NAGINATOR_MAXCOUNT'] ?: 3;
retryCount == retryMaxCount
