Looks like this was changed in Jenkins 1.421 (2011/07/17) (JENKINS-8446), and only affects new installs of Jenkins. http://jenkins-ci.org/commit/jenkins/4f0ea9da03301e6c671523cee1b4cf9e40a64c38
