might be faulty installation.
1. take jenkins job backup (if any jobs) : /var/lib/jenkins/jobs

2. purge Jenkins: apt-get purge --auto-remove jenkins

3. Install from Scratch:  
https://www.digitalocean.com/community/tutorials/how-to-install-jenkins-on-ubuntu-16-04
