Jenkins is an open source project. Submitting an enhancement request for support of an expensive, highly specialized environment (like NONSTOP) is unlikely to get any attention. Even with 130 000+ installations, it is unlikely there are any other installations on NONSTOP. If you need that support, and you have access to that hardware, you're the best candidate to submit pull requests to support that environment.
